Alarm problem on 99 civic turns xmas present into dud...santa's helper needed

Bought 99 Civic LX for fiance's mother for xmas. Went to get in it on xmas day, and alarm goes off even when entering with key. Put key in ignition, most cars that works...not on this one. Doesn't stop alarm, and car does not start. Nothing I do seems to resolve this. Even disconnected battery and reconnected. Alarm going off and no ignition.

Turned a great gift into an embarrassment. Please help advise. Is there suppossed to be a reset button. The alarm LED flashes under dash. Not sure where to turn. Need Santa's helper. Thanks.

try pushing the unlock button on the remote twice. I know on my clifford, after the alarm goes off once, the red LED flashes until you push the unlock button again. what kind of alarm is it?
