New power steering still have very hard steering after bleeding

I changed the power steering pump on a 91 cutlass supreme. I bled the system numerous times by turning the wheels back and forth 20 times each time. But the steering is like there is no power steering. Actually at first it seems fine a little harder than normal and while driving and turning the wheel left to right ala slalom its seems fine. But gets very hard after one block. Also when actually making a turn at slow speeds it is very hard. The level was always where it should be. Thoughts???Answers???

Are you certain that you got the hoses on right. If the flow from the pump is incorrect it will make the steering act like you are describing.
And did you bleed the system prior to installing the hoses on the steering mechanism? You need to remove one hose preferably the pump return hose and turn the engine over several times to bleed the pump and steering that way. You may have air in the system that needs to be removed in this fashion rather than under pressure as it will never bleed inself by turning it back and forth.

Yes the hoses are hooked up coerrectly. Its idiot proof...lol One with a short rubber hose and clamp and the other hose is a steel line which threads into the power steering pump.
Now I did not bleed the system before hooking the hoses up. I never disconnected the rack just the power steering pump itself. I don't know which side is the return.
I would assume that the steel line would be high pressure but is that return or send? Can I assume that I have a high and a low pressure side the steel line being the high pressure side?

Actually it is the other way around. You probably just have some air trapped in the system and once you bleed it you should find it will work properly.
