95 Winstar tail lights not working

I have a 95 Windstar that the tail lights and parking lights do not work on it. The other lights work....low/high beams, break lights, backup lights, interior lights.
I do not really care about the parking lights but I have to get the tail lights working so that it passes inspection.
Any ideas on how to fix this issue?
If I ran a "toggle switch" fromt he lights to the fuse box or something, what would be the best way to do that?

First off, check fuse #2. This fuse is for LH tail, stop and park lamps.
check fues #10 RH tail, stop and park lamps.
Another thougtht, both bulbs could be burnt out.
Also, check the sockets (the part the bulb sits in). They get hot and melt. I really don't like Ford's light sockets. Pull the bulb and check for melted areas.
