92 aerostar transmission/ feels like govenor

i have a 92 extened aerostar. the thing is a rust bucket, being that it has lived its entire life in midwest.
my question is, it does not feel like the transmission is slipping, because the rpms do not rev. it acts as if there is a govenor on it at 35 mph. all of a sudden, the vans rpms drop for about a second or two, then drives fine. somedays no problems at all, other days, it does this all the time, unless i shut van off, start again, and fine.
is it a sensor? computer? or really the transmission. if easy fix, i will do, if transmission, i will need to let it go. thank you for anyone that can guide me in the right direction.

addition- also just noticed odometer is not working, but fuses are good.
