front brakes locked up all the time

Hello everyone,
I just started having problems with my brakes. They all of a sudden locked up. They seem to be stuck in the "brake" mode. I took the bleed screw out and there was no pressure, and when I pumped the brakes fluid came out as usual. I am confused as what to do next. I talked to a mechanic shop and he told me that it was a ABS modulator that would cost me about $1500. I really hope that it is not that. The pedal was not hard or soft, it felt normal. It was just a little bit farther down and maybe a little bit stiffer. If anyone has an idea of something I can check I would appreciate all the help. Is there a way I can test the ABS thing he is talking about? Some people have told me that it might be a brake line or a bad cylinder, but I don't think that is it. It seems that both sides are locked up and I can't believe that both caliphers or lines would go bad at the same time. I have also been told that it might be the brake switch. Is this a viable option? Any help would be greatly appreciated.

Your greatest fears have been realized and the ABS modulator has gone bad. I would contact a local wrecking yard or check car-part.com for the parts you need. The cost would be much cheaper than new parts. A replacement is your only option at this point.
