99 Windstar won't start

Periodically won't start. If left to cool off for a couple of hours it starts again. It doesn't happen all the time....it almost sounds like vapor lock but I didn't think that happened any more. Already had it towed once when it wouldn't even try to fire up and the fuel pump relay was replaced. But now it has happened 3 more times in the last month. Very frustrating!!!

I've had to replace several relays on my '99. Fuel pump relays and PCM power relays can give similar symptoms when failing.

Yes, if no corrosion has set in. If so, some WD40 may help loosen things up. I usually use a regular slip-joint pliers to help extract relays.
The PCM power relay is one of the larger relays in the box near the battery. Your glovebox manual should help you locate which relay it is.
Taking the plastic box cover off can be tricky. I find pressing down in the center of the cover, while lifting the cover's rear edge usually gets me in.
