96 blazer only starts when fuel is poured in carb

i have a 1996 chevy blazer that will only start when i pour fuel into the carb. i did a fuel pressure check engine off 44-48 psi engine running 52-54 psi i then changed the fuel filter and rechecked the pressure engine off 52-54 psi engine running 56-58 psi i still have to pour gas into the carb to get it started. Is there anything else i should do before i take on the task of removing the tank & pump, And also would a fuel pressure reading of 54-56 psi keep the truck from starting i know the book says fuel pressure should be 60-66 but i would rather exhaust all other options before i spend $230 on a fuel pump and still have the same problem...any suggestions ?? Make sure your battery is completely charged. What voltage is it reading...with a meter not the gauge? How fast does the pressure drop after the pump stops running? It could be something else (like the regulator) and not the pump.

Battery Voltage is 12.54 - 12.67, fuel pressure starts to drop after about a minute after shutting off engine

At the time of shut off pressure might be 52-54 56-58 psi
after five minutes of shut down pressure will drop from 52-54 psi to 44-46 and it will probably drop even more if i left it as is for a longer period of time it takes about a minute for the pressure to start dropping

1.) Check your battery voltage and charge it up. This can cause the low perssure seeing the battery is no putting out enough juice to get the pump to run at full pressure. When you battery is low or on its way out, it will do this. When you hit the starter, the starter might drain the battery instantly so low that the pump will get practically nothing.

2.) You need 60-66psi for it to start.
