problem starting 1996 windstar

hi i have a 1996 winstar and when i try to start the van one out of two tries the engine starts but no fuel going to the engine i have to turn my key to off and restart again until i hear the pup '' pumping '' someone told me it could be a relay others tell me its the fuel pump , what do you think and if one or the other can you tell me where is the relay or where is the fuel pump and are they hard to change .

Which engine do you have? How many miles are on it? How long have you owned this van? Where do you live, climatewise?

Fuel Pump is located inside the gas tank.

hi again i have had this van for 6 years now its a 3.8 engine and we live in canada , montreal hot summer and cold winter , and it as 170,000 KM
wich is about 110,000 MILES , thank you for youre quick responds and ill be waiting for youre reply.

i dont know if am repeating my self im new at this , 3.8 engine , 170,000 KM, ( 110,000 miles ) i have had the van for 6 years , and we leave in canada , montreal hot summer and cold winter, thank you

Check the relay first. Since you said the pump will run if key turned off and back on, might be the relay or ignition switch. There should be current on 2 of the fuel pump relay terminals when key is in on position. It is easier and less expensive than the fuel pump. If relay is OK, probably the pump. Good luck.

In the '96, the relay is in the CCRM (Constant Control Relay Module). This box contains the radiator fan high and low speed relays, the AC relay, and the Fuel pump relay. The signals come from the PCM. There is a TSB to replace this item with an improved one with better sealed relays. This corrects a non-start situation after the engine has been run for a while.....and then turned off for about 15 min or so. The fuel pump can also fail....even intermittently.
Another.....cheap thing that I would do.....is to replace the fuel filter.
