95 Windstar Power Windows

My 1995 Winstar's power Windows and Power Vents on both Driver and Passenger sides are not working. There is no clicking noise or anything. The Power Locks do work though. (The engine is 3.8L V6) The fuses are all OK, do you have any suggestions?

check for power to the fuse under dash then check high voltage fuse box under hood

also with roof lights on click window button if lights dim you are getting power windows run in tracks that after many years the rubber gets hard and jams the windows if you have power you maybe able to force them free be careful

I have checked all the fuses, all test out OK. I have tested all the Maxi-fuses under the hood and they all check out OK. I have replaced the relay in the fuse panel under the dash but, still no power windows either side and no vents either side. I am running out of options. I did take the door panel off (driver's side) and unplugged the the wire to the motor on driver's door. I checked the cable for power and I also checked for continuity. Now there was no power reading on the VOM but, I did get continuity across the white-black and the other wire that plugs into the motor. Does this indicate a short somewhere? If so any suggestions where to start looking?

But its only my passenger window...the fuses are fine too. I also have an issue with my door looks...everything seemed to happen at the same time. when i lock my doors aftre one second they all pop back up! It posessed! Also when you get out of the car, lights off, keys out of ignition, does you bell continue to sound? mine does...thats not normal right?
