Renault 19 RN Diesel No heating!

Within 2 minutes of starting the car the temp gauge goes to 3/4 and sits there but even after 30 -50 mins of driving there is very very little or no heat. Blower works fine but no heat. It has just had a new cylender head, but did not work before that either. any suggestions?
