Vacuum pump powered, intel inside cabin... hooks up to the throttle; follow its actuator wire under the hood...

Firts check the pump tube for cracks.

Both.The ASCD {automatic speed control device}computer controls the actuator which creates it's own vacuum via a vacumm pump inside the actuator.A very high cause of Nissan ASCD failure is the brake light/ASCD cancel switch.Or the actuator was not reconnected after a headlamp repair.
