CEL No power to OBD

Ihave cel on 99 windstar. Tried to hook up to the obd but was getting no power to read the codes. Any ideas. I checked fuses for PCM they are good but I don't know if those are the fuses I need to check.

I want to say it was fuse #17 in the panel under the dash (left foot of driver). That fuse controls the cigarette lighter as well. I had a similar problem, no power to code reader at autozone. I changed that fuse 20A? and everything worked fine
