My, 2001 Windstar Has Oil In Throttle Body. It Has The Updated Left Vavle Cover On It. Pcv Valve Has Been Changed. Oil Even Is Dripping Out Of Pcv Hose Going To Throttle Body. Vehicle Will Also Surge At Idle And In Gear At Times. It Has 36,000 On The Clock. Dealer Has No Clue. Any Ideas?

Not to be a smarta$$, but if the dealer you're going to doesn't have a clue it's time to find a different dealer. A proper Ford tech should have the right TSB in his hand when looking at this common problem.

I thought the TSB for excessive oil was the Valve cover which has been replaced.
Although it would be nice for the dealer to solve your troubles I think it is somewhat refreshing to hear them honestly say "We don't know" then to play the expensive hit-and-miss approach.
Is there a different TSB for excessive oil other than the TSB 03-..... (the Isolator bolt one)?

Try replacing the PCV valve with a Motorcraft one.
You might have one that is letting too much air through....which would pull excessive oil in.
I know that it has already been done....but is possible that you got a bad one. Is worth the few bucks to try.
I cannot see where the Isolator bolts, etc part of the TSB would cause this concern.....the isolator bolts and upper intake manifold gaskets were to correct vacuum leaks....often caused or made worse by the oil comming in through the PCV.
The valve cover replacement was for the oil concern.....the new cover has an improved baffel that is intended to reduce oil getting through the PCV valve....and into the throttle body. The fact that you have the oil in the PCV hose....is a strong indication that the oil is comming into the throttle body through the PCV valve.
If the PCV valve does not correct.....or if you have the dealer change it for you......have them verify that the baffel is in place in the valve cover....at the PCV port.

What I meant wiswind was that the same TSB that covers the Isolator bolts also addesses the Valve cover replacement.
This TSB is 03-16-1.

Correct, the Valve cover with that is silver, and has the improved baffel.
I thought that about 2001 was when they had the problem fixed from the factory...including the updated valve cover.....AND the isolator bolts....but worth verifying it.

Valve Cover Was The Updated One From The Factory, It Was Never Replaced. T.s.b. Was Discussed, but Van Has Good One On It. Pcv Came From Napa I Can Try A Motocraft One. Thanks For Replies. I Do Wonder If This Is A Common Problem?

The 2001 and newer Windstars came with the improved valve cover which reduces the oil, but the 03-16-1 TSB applies to 99-2003 Windstars. So I think it is fair to say since the TSB covers 2001-2003 Windstars and they have the improved valve cover, that the improved valve cover does not eliminate the oil entirely.
The new bolts and gaskets also apply to the newer Windstars as well so they did not come with these from the factory.
