1996 Jeep Grand Cherokee Electrical Dash Lights

Greetings- My 1996 Jeep Grand Cherokee Limited V8 Automatic started having electrical problems 168,000 miles. The dash lights and rear running lights don't light up when the headlights are on (not automatic). The brake lights come on when I step on the brakes. When I switch the headlights to automatic and step on the brake pedal the dash lights turn on. I've checked all my fuses in the fuse panel on the passenger’s side and all the fuses under the hood adjacent to the battery. Currently my fog lights are also not working. Is there a relay that controls these items? When I removed the kick plate on the passenger side of I noticed several additional relays with no indication what they control. Could there be any additional hidden fuses under the dash? I've read that it could be a bad switch but I would prefer to check a relay before I try the switch. It's could in January in Northern Minnesota and I don't have a heated garage. The Chilton's book and my owner’s manual doesn’t explain what the relays control adjacent to the passengers fuse panel. Note: I do have the factory trailer-towing package with the vehicle. Could this be the source of my problem??? Please help……..

i have a 96 GC. When I step on the brake pedal the dash lights come on, the radio and overhead console displays and mileaage display go dim as if the parking lights were turned on. I need help also.
