'02 fowl odor from heater

i have just come into ownership of a 2002 SE. When I turn the heater on for the first time after starting the car, an chemical odor comes through the vents. The smell lasts about a minute and then is fine. Until the car is turned off/on again. The came from TX and is now in OR. could the weather change have done something?

A good place to start is replacing the cabin Filter.
TIP saturate the filter with Fabreeze before you install it.
