What are you looking for in this system? Is you main concern SPL or SQ or SQL? does money not being a big issue mean thousands if its not an issue at all then I would reccomend 2 xxx 12's from resonant engineering and a tru trchnology sh-1 for the bass. Either the koda or xxx component set when it comes out and a linear power t03 to power it (like what sr20 has) or a tru technology amp. And some good 6x9's from jl MB Quart Boston Acoustics ECT. powered off the head unit for rear fill. Optima Yellow top upgraded alternator....But the price tag for all that is several thousand dollars.

yeah you need to be a bit more clear what you mean by "best" and "money is not a big issue". I guarantee that you and I have very different opinions on both what "the best" is and what it should cost.
That being said, here ya go (you asked for it ;))
Sell the headunit, it's cheap and won't give you the quality or the tunability that you'll need. Get a Pioneer DEX-P9 and DEQ-P9 combo for the brains. For components, get a 3-way Scanspeak Revelator setup, running active on a trio of ~200x2 amps. For the amps you have a ton of choices, linear power (I had to throw that in there right? :)), brax, helix, tube driver, us amps, audison, zapco, arc...just pick one that fits your needs and go with it, oh and you would want 6 of them. For the substage, I would get 3 brahma 12's, each one running off one of the amps you picked above. Then throw in a huge alternator, several hundred dollars in deadening, and custom fiberglass kicks.
Total price....eh, you might be able to pull it off for 9k if you're lucky, depending on what amps you pick

i would say a set of good comps, cdt, focal, alpine, mb quart, an amp for them, a nice sub, i'd really sugest an IDMAX, arguably the best sq sub around, definitly up there with the brahma and xxx, and doesn't need as much power. two IDMAX 12's with about 600 watts each will probly be the best thing in your town, and get ungodly loud....
all this will probly cost around 1500, after install with deadining, wiring, box building, etc...will probly be in the range of 2000$.

not realy. id say for a good system your looking at atleast 600 dollars.
a good freind of mine setup like this
panasonic headunit cd/mp3/sirus ready 50x4W pretty decent deck and about 129 dollars
pioneer 6.5" 4 ways in the front about 45 dollars but id do the components for 75.
and pioneer 6x9 3 ways in the back
lanzar vibe 400W 2 chan amp about 69
and an infinity kappa perfection 12 DVC sub about 99
thats not to expensive and will give you pretty crisp sound. not the greatest but its not to much out of your budget.
a good freind of mine setup like this

Good system is at least 800-1000 dollars imo... No pioneer speakers... pioneer headunit is yes. Lanzar... not the vibe series. Only the Opti series. Kappa=NO, waste of money when you can have better for the same cost...

for a whole system, you should buy cheap components and amp them, some cheap rear fill, and some mid-quality sub and mid-quality amp.
alpine components, profile amp, cheap rear fill (infinity, pioneer), maybe alpine type r, or shiva or somethin like that, and a rockford power series amp, or a lightning audio 600d.

lol, I thought you said money was not a concern? I figured you would have a budget in there, which is why I listed a nearly $10k system (that's normally the only way to get people to list a budget), but damn. $400 won't really buy you anything, that will barely buy you a single sub and amp, much less a whole system. Save up quite a bit more (you want 8-900 minimum, wiring, box supplies, etc really add up fast, 400 won't buy you crap) and come back. If you buy something now you'll end up replacing it later, it will just be a huge waste of money and push a real system even farther into the future.

whatare you talking about...a good system for under $600...a decent pair of subs alone should be $600...a good amp to drive your subs should be a Class D mono block or B 2 channel...a good amp with good clean power and real world ratins will coust you $0.50-$0.75 a watt...amps that say the produce 2000w and cost $400 or less are either full of crap or have a THD % rating so high that you will be listening to more harmonics than music.... componet sets should be $200-$400 to keep up with decent subs with a good power source... then you have to pay for install and when running more than a 1000w stereo i highly reccomend an alternator and/or battery upgrade.... $600 will get you an upgrade...but if you are looking for anytype of SQ and/or SPL $600 just wont cut it...some good brands are DDaudio, Resonant Engineering (now known as RE audio) JL audio though JL is hihgly over priced, Crystal Audio, Tru Tech, Pheonix Gold makes good amps, USA amps, and there are more but here are brands that i personally would stay away from... MTX, Audibahn, Sony, Pyle, Pyramid, lower end pioneer, MA audio, and basicly anything that you dont see in in cometitions that compeat in what you are looking for in your stereo...you may see audiobahn (audioPAWN) in SPL competitions but this is because their woofers are "okay" SPL woofers....but they are highly distorted and highly overrated in powerhandleing, sensitivity, etc...not good every day stereo woofers...

I would have to say that first of all, you cant say best ever unless you are willing to spend ALOT. Like ALOT. Yes, ALOT! Anyways, I would say to get by with a good system for deck, amps, speakers, subs, capacitor, parts, install...$1500.

the reason i said that was because i know a guy who can get me almost anything to do with a car for very cheap. he can get me a huge discount. for ex. a brand new 7 color LED underbody=$250 i got the exact same kind from him for around $90. same with speakers...thats why in a way its no concern but in a way it still is.

Private companies will be the ones I recommend. I guarentee your friend can't get those any cheaper than they are now. If you don't go private go High end JL, Diamond audio, or boston.

Ah, well you should have said that before, because the stuff that we're going to recommend cannot be found locally in most parts of the US, especially if you really didn't have a budget. What exactly can your friend get? If he can get something decent it may be a better choice, but if all he can get is the BB and CC crap there's no point, no matter what the price is.
And yes they still do make 15's, most mainstream companies don't make them because all the little kiddies don't care about how big their subs are, they just care about how many they have, even if a fewer number of larger subs would be cheaper and just as loud. Just about any high end company will have a 13-15 or even higher, I have an Adire Brahma 15 on order right now actually.
