22lbs is about average I would say. Maybe a bit on the heavy side. If you can get about 1lb per inch, you're doing okay as far as weight to size. What rims exactly were you looking at?

i am trying to decide between gunmetal with a polished lip or black with a polishid lip. it is for a black 98 civic.

It's all personal preferance when it comes to wheel design. What looks good to one, might not to another.
22 is like said above, on the heavier side for"16's. I'd say if it's under 20 pounds, then you're alright. I'm getting some "16's reall soon here that only weigh 14.5 pounds per wheel, now that's pretty light!
Also for wheel weights, check out this website (http://www.wheelweights.net).

What do you have now for rims? Using our car, the stock rims on the RSX-s weigh 16# for a 16"X6.5" rim, the stock tire the combination weighs ~38#. I went to a 17"X7.5" rim that weighs 16# and my 225/45/ZR17 tires brought the combination to ~38#, or a little less, that was the weight of the tire, rim, lug nuts, and balancing weights.
