ECU or IGNITION?

I have a 95 civic EX 1.6L with vtec on the valve cover. My girlfriend was driving the car one day, she stopped at our sons school, turned the car off went in got him and returned to the car. She started the car and put it in reverse (auto tranny) and as she was pulling out the car died. She attempted to restart it but it wouldn't start. Here is the synopsis. The started system is fine, fuel pump and main relay are okay. ICM, Distributor, Wires and Plugs are all okay but no spark? Tested all wires in ignition system and they all are within allowable limits, except for one wire coming from the icm/distributor its the blue white wire, it turns into a yellow green wire after the first connector. I checked all the connectors as well but there is no voltage in this wire. My book offers no further info after the last connector.....WHat now? Does any one know what might be happening I have spent weeks trying to figure this out. PLEASE HELP ANYONE. One more thing i thought might have some relation to this problem my speedometer stopped working properly a month or two before the car died. And for some reason while I was testing some of the wires the speedo started jumping up and down for no real apparent reason, I wasn't testing anything at the time I was sitting in the driver seat reading the hayes manual. Can the speedo do this with the ignition system taken apart?
