Help me replace my fuse! (94 LE)

Apparently the fuse that controls the power windows and locks is located in the instrument panel fuse box. But when I removed the panel as instructed I found a blue casing that has not yielded to my various attempts to get to the fuses inside. How do I open my fuse box? Oh, and when I went to get a 30 amp fuse I found ones with both male and female connectors. Which one do I need? Of course, I could answer that question myself if I could get to the danged thing in the first place!

Are you sure you are looking in the right place? I have the same model car and my fuse box is behind the ashtray to the right of the steering column and the fuses are easily accessible. In my car, that is Junction Box No.1. The fuse is called the Power M fuse.
Another fuse for windows and locks is in Junction Box 2 which is outboard of the battery under the hood (between the battery and the fender). The fuse to check there (in my car) is the ALT M fuse. There are spare fuses and a fuse puller tool in Junction Box 2.

Actually, I think I am looking in the right place. But I'm not sure! My manual indicates several locations for fuses, most of which I can gain quick access to. The manual is broken down by fuse type, types A, B, C, and D. It says the fuse I'm looking for is a type C fuse. It claims these type C fuses are spread throughout the various fuse boxes, but it also says that there should be three of them in the instrument panel fuse box, spanning from about one o'clock to three o'clock around the outside of the type A fuses that comprise the rest of the fuses in there. Ah, my kingdom for a scanner! At any rate, when I open the instrument panel fuse box I see the twelve type A fuses the manual advertises as being in there, but no sign of these three type C fuses. The other two type C fuses that should be in there, in addition to the 30A power windows/lock fuse, is a 40A fuse controlling the starting system and a 40A fuse controlling the rear window defogger.

If I have to take it to a shop to fix this problem I'm in a lot more trouble than I thought!

My master switch failed, got replacement from salvage yard for $75. Dealer wants $350 for new one. Also the window/door lock fuse is a 30 amp fuse located behind the the coin box to the upper right corner of the blue relay box, it is hidden by the air conditioning vent tubing. You may have to remove the lower panel below the steering wheel to gain access you may also have to remove the air conditioning vent tubing. I did not remove tubing, I was able to use needle nose pliers at an angle to replace fuse.
