Its a 4.6 V8
I have a 95 Ford Thunderbird also
I'm 18 and I can't remeber where the fuse is for the horn but I can tell you that it would be easy to cut the wire to the horn and cover it with electric tape.
Can I get a phone # lol just kidding
Hope I can help I will try and find a diagram for the fuse for you.

DON'T cut the wire!! Just simply unplug the horn. The switch is probably just grounding out on the steering column.

If its grounding out on the column then the steering column was probably damaged in the wreck
and ya unplugging it would be best sorry I should have thought of that thatnks flewthecoupe and could caused her some problems she didn't need.

It may be as simple as one of the wires was damaged and is grounding out.
