1999 Rodeo - ABS motor keeps runing (even with the key off)

I found this issue on this board (and my car of course) and checking the www.alldata.com I also found some recalls on this topic (at least I hope). My question is if the recalls mentioned here do address this issue or not. The site is http://www.alldata.com/TSB/29/99292332.html and the recalls are listed under "Safety Recalls":

Should I expect the dealer to fix this for free or am I being too naive.

Just take it to a dealer. They can perform the work that needs to be done and they should be able to tell you if your problem is related to the defective items.

Yes. The recall will resolve your ABS issue at no cost to you. In the mean time, just yank your ABS fuse to keep the ABS pump from running down your battery.

I had to pull the fuse also to stop the ABS module from running all the time. Going into the dealership today to have it replaced.
Personally, I feel the braking is much better without the ABS, hopefully the new module will also resolve that issue.
