Usually an O'reily or the parts house you bought it from will press off and press on the new pulley. I know I do for my customers who buy pulleys or pumps. That make them think I'm a good place to shop, They're right

Usally that is what I do but ford in their great widom put one of the bolts to the bracket right behind the pulley so it has to be off to get the bracket off..

Autozone, or a lot of other parts stores will rent you the puller/installer.
Very easy to use.
It costs about $40 but you get it back when you bring back the tool.

dshepherd is right - go to autozone and get the puller/installer. It is not too hard to do, somewhat cumbersome and you may need to remove items in the wheelwell area (windshield washer tank etc.) to have room to work. The puller/pusher engages the small groove on the pulley and pushes it onto the pump shaft. The pusher has a flat head on it that prevents you from pushing the pulley too far onto the shaft.
Good luck
