Door Latch not releasing for door to open

I replaced the outside handle on my 99 Silverado. In checking to see if it operated properly, I shut the door to see if it would open. NADA shut tight and the handle wouldn't open the door. No amount of jiggling, coaxing and prying on the inside of the door on the latch mechanism helps to re open the door. The interior door panel is off and I can see that everything is operating correctly, but it seems that here is not enough 'throw' on the arm to disengage the latch. Been at it for about 2 hours, but still the same problem. Any clues as to how to disengage the latch and so I can see what's wrong and fix the issue? I think one possibility is that the handle is for a slightly different model and the arm is not quite long enough to pull the latch completely open. Sure looked like the right one!! I'm open to any suggestions.

open the passenger side see what you screwed up compare rod connections and throw for door latch release..
