1995 Nissan Altima speedometer and Odometer reading half

As stated, my speedometer is only reading half of my actual speed. When I'm going 40mph, it says 20mph. When I drive 50 miles, Odometer says I only drove 25. Any ideas on how to fix this?

I've already removed the VSS on top of the transmission. Pulled it out, looked at it, didn't see anything wrong, so I shoved it back in. The fuses are okay. what else could be wrong?

My cruise control also isn't working.
