Every time I do any work on the steering system and need to bleed it, I put the front wheels in the air and turn the front wheels from side to side without starting the engine. Sometimes I even crank the engine (with fuel pump relay removed) for a few seconds while turning the steering wheels.
I do recognize that my Windstar has taken more effort to bleed the air out than my other 2 vehicles.
Oscar.

I did exactly what Oscar did; just tap the starter for a few seconds every minute or two and turn the wheel from side to side. After doing that a bunch of times, the air all bled out.
