It appears neither the Motor Number or Serial Number are actually the VIN number. Check out this pdf on page 38:
https://connect.ncdot.gov/business/DMV/DMV Documents/NC Title Manual.pdf (https://connect.ncdot.gov/business/DMV/DMV)
^ You'll have to copy that URL and paste it in your Address bar, rather than click on it. Not sure why it won't work from just clicking it, at least not for me.
I believe the Serial Number is part of your VIN code, some odd amount of number at the end. If you can find a service/repair manual for your specific vehicle, it should tell you how to decipher what the Serial Number is from it. Otherwise there might be a few sites online that can pinpoint you to where it is in your VIN.
As for the Motor Number, it should be imprinted on your engine somewhere, possibly with the engine code. Again, a service/repair manual, or google search for your specific make & model, might be able to show you where this is located.

Thanks a lot, i tried searching in google but cant really find the answer. i have a 2010 honda civic lx, i am not sure why the NC POA does not have VIN there, may be the POA template is old.
if i just put my VIN i should be good right?

The VIN would tell the Serial Number, because it's the last 6 digits in the VIN. but the Motor Number isn't in the VIN. The Motor Number should be on the front of your engine, below your throttle body. It will have your Engine Code on it (i.e. R18A1 or K20Z3). The Motor Number should be the engine code "hyphen" followed by the numbers directly below the engine code.

Those are from a '92-'95 Civic, but the location of the Serial & Motor Numbers should be the same.
Honestly, you might want to give your local DMV a call in the morning, and see if just the VIN is acceptable. If not, then maybe they can point you in the direction on finding those numbers for sure.
